According to reviews, a new utility called Pangu 9 really allows you to jailbreak devices running a new mobile operating system from Apple. Also, members of the jailbreak community report that the utility has no malicious code.
So far, however, Pangu 9 has a number of features. The main one is that the utility is available only on the Windows platform. The Mac version should be out in the next few weeks.
In addition, it is worth remembering that most of the popular extensions are not yet optimized for iOS 9, so they may work with errors or not work at all.
